Kế hoạch triển khai thực hiện chỉ thị 03-CT/TW của Bộ Chính trị, chương trình số 94-CTR/ĐU về tiếp tục đẩy mạnh việc học tập và làm theo tư tưởng, tấm gương đạo đức, phong cách Hồ Chí Minh năm 2014

I. PURPOSE AND REQUIREMENTS
1. Purpose: 
- Continue to raise awareness and organize the implementation of following Uncle Ho's ideology, moral example and style among cadres, party members, the masses and students, associated with the implementation of the learning theme throughout the entire course, which is  "Strive for diligence, thrift, integrity, impartiality, be a devoted and loyal servant of the people, have a pure private life, and a simple private life"  and the theme of 2014 "Studying and following Ho Chi Minh's moral example on promoting the sense of responsibility, fighting individualism, and saying goes with doing" .
          -   To improve the quality of Party cell activities, make the content of studying and following Uncle Ho's moral example regular and regular, associated with the implementation of Resolution of the Central Committee 4 (term XI) "Some urgent issues on Party building at present", with the implementation of political tasks at units, Party organizations and each cadre, Party member, and student.
          -   Step up propaganda and mobilization of cadres, Party members and students to actively study and follow Uncle Ho's moral example; promptly commend typical examples of studying and following Ho Chi Minh's moral example.
2. Requirements:
- Widely deploy to all Party members, cadres, the masses and students; Thoroughly grasp the purpose, requirements, content of studying and following the ideology, moral example and style of Ho Chi Minh in accordance with the spirit of Directive 03-CT/TW dated May 14, 2011 of the Politburo, Program No. 94-CTr/DU dated January 7, 2014 of the Quang Ninh Coal Party Committee, considering this a regular task of the Party cells, a responsibility and voluntary action of each Party member, cadre, the masses and students of the School.
- The Party cells develop implementation plans, closely combining studying with following the ideology, moral example and style of Ho Chi Minh. Especially emphasizing following in a practical and specific way. Combining research on topics with the implementation of the unit's political tasks, closely associated with the implementation of the School Party Committee's Resolutions. For students, in conjunction with the annual assessment of training points, the "5 Good Students" movement and other movements and campaigns of the Youth Union and Association.
- In studying, each party member, cadre, mass and student must relate to themselves, develop a specific plan to follow the ideology, moral example and style of Ho Chi Minh and report to the party cell and unit. At the end of the year, each party member, cadre, mass and student must self-review their study and follow of Uncle Ho before the party cell and unit.  
II. IMPLEMENTATION CONTENT
1.  Party cells, units and organizations thoroughly disseminate to cadres, party members and students the contents of studying and following Uncle Ho's example on  "Raising the sense of responsibility, fighting individualism, saying goes hand in hand with doing". Pay attention to the connection of specific manifestations in work such as: dedication, enthusiasm, responsibility, anti-bureaucracy, commandism, subjectivity; anti-local manifestations, group interests, abuse of power and authority, "diseases": greed, laziness, arrogance, fame-seeking, flattery, forming cliques, "saying one thing, doing another", "saying, promising but not doing"; building a straightforward, honest lifestyle, protecting the Party's guidelines and viewpoints, respecting and strictly implementing the State's policies and laws. Implemented  in March 2014
 2.  Each party member, cadre, mass and student, depending on their tasks and positions (leaders, managers, lecturers, service staff, students), based on the basic and main contents of the ethical standards below; Build your own plan to register to implement specific ethical standards of the individual in accordance with professional ethics to strive and practice. The basic and main contents of ethical standards:
  a. Live with ideals, for the country, for the people, for humanity, for society.
b. Diligence, thrift, integrity, uprightness, impartiality, selflessness. Responsibility for work.
c. Honesty, self-respect, purity, simplicity, modesty.
d. Respect for the law and discipline.
e. Solidarity, humanity.
f. Lifelong striving, training, studying.
Party members in particular seriously implement "Things that party members are not allowed to do"

3.  Organize for cadres, party members, the masses and students to study the topic and discuss, build content to strive to implement for the collective and individuals. Organize discussions in meetings and conferences to develop plans and propose measures to study and follow Ho Chi Minh's moral example on  "Promoting the sense of responsibility, fighting individualism, saying goes with doing" ; pay attention to continuity, inheriting measures that have been developed and implemented up to now. Advise the Party Committee, coordinate with the unit's leaders to select existing problems and limitations related to the content of the topic to focus on resolving them, in conjunction with the content of propaganda to implement the Central Resolution 4 "Some urgent issues on Party building today". 4.  Make studying and following Ho Chi Minh's ideology, moral example and style a regular and periodic activity of the Party Committee, Party cells and mass organizations in conjunction with the implementation of the action program to implement the School Party Resolutions.
- The leaders of the units focus on directing the effective resolution of ideological, ethical and lifestyle issues that cause frustration in the unit.
- Take the results of studying and following the ideology, moral example and lifestyle of Ho Chi Minh as one of the criteria to evaluate, review and analyze the quality of Party members and Party Committees and Party Cells.  Implemented from April 2014
5. Continue to direct the implementation of the teaching and learning program on Ho Chi Minh's ideology, morality and lifestyle for students.
- The Party Committee directs the teaching and serious implementation of the program and curriculum on Ho Chi Minh's ideology, morality and lifestyle for students.
- Make the content of studying and following the ideology, moral example and style of Ho Chi Minh a special topic in the "Citizenship Week - Students at the beginning of the course and the beginning of the school year".  Implemented from August 2014 (beginning of the new school year)
6.  Moral education and lifestyle for the young generation following the ideology, moral example and style of Ho Chi Minh
- The Party Committee directs the School Youth Union, the School Student Association and all levels of Youth Unions and Associations to develop specific plans on moral education and lifestyle following the ideology, moral example and style of Ho Chi Minh .  Implement these educational contents through activity programs, collective activities with diverse and practical forms to attract young people and students to participate, creating a large movement of young people and students of the School to study and follow the ideology, moral example and style of Ho Chi Minh.
- The School Youth Union and the School Student Association organize and launch a movement for union members and students to follow the moral example of Ho Chi Minh. Uncle, with diverse and rich forms of activities suitable to the needs and characteristics of the training profession of the School, there are preliminary and final summaries with specific goals and results. Consider this an important and consistent content in the activities of the Youth Union and Student Association.  Implemented from April 2014
7.  Promote propaganda on studying and following the ideology, moral example, and style of Ho Chi Minh associated with the celebration of major holidays. Based on the Plan and Guidelines on propaganda on major holidays and major anniversaries of the year from the superiors, the School Party Committee directs the implementation of propaganda work through the construction of specialized pages and columns on the website system, "internal" newsletter, bulletin board system... of the School.  Implemented from April 2014
8. Carry out well the preliminary and final summaries of studying and following the ideology, moral example, and style of Ho Chi Minh.  From December 2014 to January 2015
III. IMPLEMENTATION ORGANIZATION MEASURES 
1- Party Committee Propaganda Department:
 - Advise the School Party Committee to develop a Plan to continue promoting the study and follow of Ho Chi Minh's ideology, moral example and lifestyle and specific tasks in 2014.
- Advise the School Party Committee to organize study classes, research on the study and follow of Ho Chi Minh's ideology, moral example and lifestyle, according to the instructions of superiors. Introduce documents to serve the regular Party cell activities.
- Coordinate with the Party Committee Office, Student Affairs Department with political and social organizations in the School: Trade Union, Veterans Association, Youth Union, Student Association to organize extensive propaganda among cadres, party members, the masses and students of the whole school in many rich and appropriate forms; Website Editorial Board and Internal Newsletter Editorial Board open a section on studying and following Ho Chi Minh's ideology, moral example and style, introduce Uncle Ho's articles and teachings, typical groups and individuals actively participating in studying and following Ho Chi Minh's ideology, moral example and style.
2- Party cells, based on the Party Committee's Plan, organize and implement it in conjunction with the implementation of the unit's political tasks; review and supplement ethical standards and organize for party members to register for annual self-cultivation and training plans; direct the government and mass organizations to mobilize cadres, civil servants, union members and association members to fully participate.
3- The Party Committee and the Department of Personnel and Personnel advise on the development and implementation of professional ethics standards for leaders, managers, party members, officials, civil servants and public employees in the School.
4- Selecting a model unit: The School Party Committee selects the LLCT Party Cell, TCCB, CKĐL, CTHSSV as models for continuing to promote the implementation of studying and following the ideology, moral example, and style of Ho Chi Minh in 2014.
5. Inspecting and supervising the implementation of the 2014 topic: The Party Committee's Inspection Commission advises the Party Executive Committee to develop a plan to inspect and supervise the implementation of Directive 03 of the Politburo and Plan 25-KH/DU dated September 22, 2011 of the Quang Ninh Coal Party Committee on continuing to promote the study and following the ideology, moral example, and style of Ho Chi Minh in the period 2011-2015
